Kosovo’s strategy and policies aimed at developing a strongly decentralized system of government is also a commitment to the promotion, respect and enhancement of European values and principles of local democracy, the respect for human rights of all citizens, the empowerment of all communities for their active participation in local decision-making, and the effective provision of services to the citizens Working together with the Kosovo Government, and other development partners and donors, as part of the democratic governance programme, UNDP is supporting the Government to develop a long-term government-owned programme for decentralization and effective local government in Kosovo. In cooperation with the Ministries of Local Government and Administration, the programme was organized around an extensively participatory and consultative process involving line ministries, the Kosovo Association of Municipalities, and most of the international donor agencies who work in this area. This project is a direct follow-up of the consolidated programme, 'Roadmap for decentralization and effective local government in Kosovo', consists of concrete proposals organized under four broad intervention groups - (i) local governance and administration; (ii) local service delivery; (iii) intergovernmental and municipal finance; and (iv) central-local cooperation, which are aimed at comprehensively addressing the most critical issues and bottlenecks currently faced at the local and national level as a result of the decentralization process. In this context, the project will aim to create the necessary conditions for implementation of the ‘Roadmap for decentralization and effective local government in Kosovo’, thus UNDP will initially assist the Government and the MLGA through the Support to Decentralization project: To support the Inter-Ministerial Working Group on Decentralization, in establishing a clearer and functional role, responsibilities and accompanying procedures; To put in place a more effective central support system for inter-municipal cooperation and develop a set of regulations on different cooperation modalities; To support the newly created municipalities in establishing their development plans; To support the municipalities in tracking public satisfaction with service delivery in each municipality (follow-up of Kosovo Mosaic 2004 and 2006 reports); To strengthen coordination mechanisms for international assistance of municipal development, through establishment of aid coordination system in the MLGA. Duties and Responsibilities Under the direct supervision of the UNDP Head of Governance Cluster, in working closely with the Project Manager, the International advisor for the project Support to Decentralization in Kosovo will work with the designated counterparts, in order to ensure the implementation of the activities (in particular the activity 3: To support the newly created municipalities in establishing their development plans) in accordance with the detailed outline of Project Implementation Plan agreed upon between UNDP and the key government counterpart – Ministry of Local Government Administration (MLGA) and new Kosovo municiplaities.
