Land Market Reform Experts, Albania
ACDI/VOCA is seeking Land Market Reform Experts for an anticipated economic growth program. The activity will attempt to catalyze the establishment of a competitive food value chain around appropriate high-value, processed food sub-sectors; demonstrate/consolidate an effective model for producing and delivering high-value, high-quality food products, increase domestic production/consumption of Albania brand products; and connect Albanias food industry with tourism, regional markets, and beyond. The program is anticipated to start in 2023. This position will be based in Albania.
Responsibilities
-Analyze land consolidation, acquisition, title and ownership related aspects and deal with other applicable relevant land policy related issues
-Contribute to the implementation and promotion of policies, at local and regional level in the land reform development area and land market legislation
-Facilitate development of necessary draft legislative documents and recommendations related to establishment of market of land use rights for project
-Develop and deliver training programs on land market reform for government officials, civil society organizations, and other stakeholders
-Support both formal and informal consolidation of land, resources, and inputs
-Conduct monitoring and evaluation activities to assess the impact of land market reform policies and practices
Qualifications
-Bachelors degree in Law, Agriculture, Public Policy, Government or a related field. Masters degree preferred.
-Minimum of 10 years of relevant work experience, with at least 7 years working experience in legal drafting, land and agricultural legislation.
-Experience in land and policy reform, facilitation, and advocacy highly preferred.
-Familiarity with Market Systems approaches preferred.
-Sound knowledge of land policies, legislation and economics required.
-Well-developed analytical writing skills, communications, and interpersonal skills.
-Proficiency with MS Office software.
-An energetic, forward-thinking, and creative individual with high ethical standards and appropriate professional image.
-An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus.
-Experience working in the Balkans preferred.
-Fluency in English required.
